GST Turnover Thresholds: Do You Actually Need to Register?

5 min readReviewed by Sejal Parmar, GST PractitionerUpdated July 2026

A clear look at the GST turnover thresholds — ₹40 lakh for goods, ₹20 lakh for services — how aggregate turnover is measured, and the many situations where the threshold simply does not apply.

The headline numbers

For most businesses in Gujarat, GST registration becomes mandatory when aggregate turnover crosses ₹40 lakh for suppliers of goods, or ₹20 lakh for suppliers of services, in a financial year.

What "aggregate turnover" includes

Aggregate turnover is not just your taxable sales. It includes taxable, exempt, export and inter-state supplies, computed on an all-India basis for the same PAN. That means a business with multiple activities can cross the limit sooner than the owner expects.

When the threshold does not matter

Several situations require registration regardless of turnover:

  • Selling through e-commerce operators
  • Making inter-state supplies of goods
  • Being liable under reverse charge
  • Acting as a casual or non-resident taxable person

The honest answer

The threshold is a genuine exemption — if you are below it, sell only within Gujarat, and do not sell online, you may not need GST at all. The right move is to check your specific facts rather than register by default. That check is exactly what a short consultation is for.
